This was, broadly, the experience in Albuquerque. The bus was free for students, but bus drivers had discretion to enforce it, and so a member of Together for Brothers, a young men of color org, suggested "well, if it's free they don't have to check for passes and decided if we're students or not."
Zohran Mamdani explains that thousands and thousands of New Yorkers are already eligible for free and reduce public transportation, but because of the bureaucratic hurdles they never get enrolled in the program.

The lack of choice in transportation options is genuinely bad for everyone. Its okay if some parents want to drive their kids to school, but they shouldn't be *forced* to do so.
Because they've cut bus routes all over the place and if my kid wants to get to school at 755 she has to be dropped off at the bus stop at 615 in the morning
