these are called "blurbs" and they're a standard part of the deliverables package for video licensing. Paramount would have already had one for every file in its library. P+ spent money and time to replace what they had with something worse, presumably so one middle manager could meet an OKR

It seemed very mysterious at the time but there's a perfectly reasonable explanation for it which is that that section was removed because that was when somebody was murdering Jeffrey Epstein. They removed it because if it had still been in there it would have showed the murder that happened.
