What I'm getting from this is that a). we're asking the wrong questions when trying to determine who a person will vote for, and b. we will never, ever win these people if we continue running candidates with zero personality, because "the issues" are not what is determining their vote.

They are completely failing to grasp that what people are starved for is *leadership*. People can be convinced to change their minds about issues fairly easily, if someone just firmly says "This is what we're doing now, let's go". The republicans, unfortunately, understand it all too well.
