One reason you can't just tinker with ICE/CBP is the whole thing is facially illegitimate. The intent is rotten. It's run by a white supremacist maniac and will continue producing white supremacist maniac results

Congressman has never heard of the existing constitution of his country
Jeffries: "We believe there should be a prohibition on ICE deporting or detaining American citizens. We believe that ICE should conduct itself like every other law enforcement agency in the country. We believe ICE shouldn't run around with masks ... "

Being mean or even disruptive is not grounds for summary execution; and if you can't wrap your head around that, you should not be allowed to use firearms.
Homan: "I begged for the last two months on TV for the rhetoric to stop. I said in March -- if the rhetoric doesn't stop, there is gonna be bloodshed. And there has been. I wish I wasn't right. I don't want to see anybody die."

I realize this may not be common knowledge, but the fact that a prior bill gave ICE funding does not mean that Congress does not have the power to change that prior bill. Prior Congresses can't bind the current Congress.
Things are terrible, but we need to be strategic right now.

As far as I know, Tom Suozzi here still does not have a primary challenger in his district (NY-3 on Long Island).

The filing deadline is April 6 for the primary on June 23, and if there's a remotely progressive town council member or PTA president in that district, this is the time to make a move.
Confronted Congressman Tom Suozzi, one of seven Democrats casting the decisive votes to increase ICE funding by $10,000,000,000.

This is a speech designed by someone who thinks you are stupid. He’s explicitly promising to keep the *recently tripled* budget of the DHS gestapo if there are “reforms” that, behind closed doors, their lawyers admit are unenforceable, irrelevant, and even harmful.
Democrats are right to deny funding for DHS absent changes that stop this lawlessness and inhumanity. Changes that Americans are demanding.

Let's talk for a second about what has to change - immediately. And why it's so important that we demand these reforms.

Seven Senate Democrats voted to confirm Kristi Noem: John Fetterman (Pa.), Maggie Hassan (N.H.), Tim Kaine (Va.), Andy Kim (N.J.), Gary Peters (Mich.), Jeanne Shaheen (N.H.), and Elissa Slotkin (Mich.). Some of the worst Democrats we have--Kim excepted. They all owe the American people an apology.
Kristi Noem should never have been confirmed and the country is paying the price for her malevolence and incompetence.

She must answer for DHS’s violent and illegal policies and practices.

Which have already claimed too many lives.

Chair Chuck Grassley has been working for weeks to schedule a DHS oversight hearing.

Liam himself is five goddamned years old and should be at home with an adult he trusts right now no matter who his parents are. It would not matter if they were literal criminal masterminds, Liam Ramos is a baby and babies do not belong in prison.
Reminder that, as of the latest reports, Liam Ramos is still in prison in Texas - now for 5 days.

His parents are legal asylum seekers with no criminal record.

It really doesn't matter if Bovino goes, Homan goes, Noem goes, Miller goes, or anyone else.

Fish rots from the head.

So long as Trump has power and congressional Republicans back his policies, nothing meaningful changes.

Don't fall for the okey-doke.
