I mean, I'd go a step further: Noem is violating the law, and claiming an Article II exception.
What Noem is doing here is creating a deliberate conflict between Article I and Article II. She is saying that despite a law duly passed by Congress barring her from this exact action, she can deny access to Members of Congress anyway "to protect the President's Article II authority."
