This is the thing. Look. I want ICE to be abolished as well, but there is no way there are enough Republican votes to achieve this. Getting restrictions (yes, I know these are already required) as an actual written law is doable, and a step in the direction of abolishing ICE.
Still haven't provided your theory of victory for how this lapse in appropriations leads to the abolishment of ICE

and those mutual aid efforts are worthless for actually moving the needle in a lapse, the only thing that does is banks offering 0% loans in lieu of the missed checks
