Why does Headline English so often use the construction "[cause] as [effect]", e.g. "Heatwave continues as four reported dead"?

I don't think anyone would ever say that in natural usage, but the reverse - "Four reported dead as heatwave continues" - seems way more natural.

🇪🇺Court of Justice just ruled all 🇪🇺countries must recognise same-sex marriages granted in other member states.

The difference between anyone who has had a real job and your average "AI writer for the Economist" whose entire life is a net negative on the planet is that many of us realize that the authoritarian structures of your typical job don't actually further the productive goals of the organization.
