I think you could solve a lot of problems very quickly if you made it a misdemeanor with a maximum fine of like $100 to kill anyone with a net worth more than 1000x the median household income. Every April you could pay an extra tax to bring you under that before you got put on the List officially.

I have found that most cis people have no idea who they are, they have not had to examine themselves. And if anything causes them even slight "questioning", they instantly freak and return to gender roles and bio essentialism. Doesn't matter if they are liberal or conservative.
